How can traffic laws for loud car stereo sound system be enforced (California traffic ticket)?

I got a traffic ticket in California for having my auto stereo sound system too loud. The police officer was in a car driving perpendicular to mine. He said the law states if the car stereo can be heard from 50 feet away it was illegal and that he heard it from well over 50 feet. It was in the middle of the day in cool weather. How can this law be enforced when the distance in which sound can be heard is changed by too many factors, such as; temperature, humidity, wind, objects, and many other things. Therefore how can I possibly know when the stereo is at a volume that can be heard from 49 feet or less?
