Can a city library prevent you from using thier facilities based on a school district being from another city reaching into your city?


I live in Carmel, Indiana. I am sure of this. We are only about a block from the city line. Apparently the city has decided that the library and school facilities will share district lines. The problem is that we are somehow living in Carmel but in a school district belonging to the next town north, Westfield. If we are paying taxes, using utilities in, and have a zip code and address in Carmel, IN. Can they prevent us from using the city library, or force us to pay an outrageous $31 dollar fee to get a PLAC card to use all the local libraries?
