Is there a state of limitation (SOL) for collection from a government agency (WI)?

I was having problems with a teenage daugter running away etc. She was put in the juvinile detention center and court system. I was working with a social worker at the time and expressed concern over payment of the mounting bills being a recently divorced mom. There was not a natural father involved. The social worker told me not to worry about it we could take care of it later. I received several bills after she turned 18, but then they stopped. I figured she took care of them. She is now 24, and I just received a demand letter from the county collection center. I really don't have the money to pay this bill now, and don't know why they weren't sending me bills for all these years. What can I or should I do?
