Who do I sue if my car was towed illegally to make room for a street repaving?


My car was towed from the street of which I live on and I was charged. The city was going to repave the Street. They left no notice either on the street or my car that this was going to happen. The City called the police and the police officer called a tow company and moved my car. the police officer made no attempt to contact me. So the question is, who do I sue in small claims court for the tow charges? The police officer or the City?
