Does a five year old parking ticket need to be paid?


I recently received notice of a parking ticket from 1/25/1999. My father apparently got this ticket and made payment but not until 3/1/99. I have never received any notification of this ticket - until now, dated 9/27/05. They are now giving me 30 days or will make futher sanctions. How can they wait five years to contact me of this? Not to mention that this is simply late fees they're trying to collect now. On the courts website, it shows action to 4/27/99 and then not again until 12/6/04. Shouldn't there have been further attempts to contact me? Do I have any recourse?
