My father is sending me harassing emails because i moved out

My father for the past two months has been sending me harassing emails saying that cps is going to take my kids away because he is making up stuff to tell them. I have already spoke with cps and they ended their investigation because they were told that we are good parents by everyone but him. I have still been getting emails from him saying the police are coming to arrest us and its sending me to the point where everytime i open my email theres a new one from him and im on my breaking point. Is there any way to stop him from sending me harassing emails? I have already changed my email and he still found my new one. He also ran my background check to get dirt on me and i don't know if that's illegal or not. Please help
