How can my husband get visitation rights to see his daughter after she has't let him see her in 3 years?


The woman that mothers my husband child refuses to let him see his daughter. He is very behind in child support, but she keeps leaving the girl with grandparents, essentially not raising the child. She put child support in place when the child was 2 and he has been behind since. He is paying now but she said he will not be allowed to see his daughter. How do we start to go about getting visitation rights?
