How do I sue a registered sex offender?


We can prove that the existence of a registered sex offender (Level 2, or moderate risk to reoffend) who lives in my neighborhood has prevented our house from being sold. So far, we have three notarized offers for our house at a price we can accept, but each offer is contingent of the offender vacating his premises. We feel that the offender's presence is costing us at least $100,000 plus the cost of more favoriable terms (another $40,000) on our new house. Has anyone ever successfully sued a sex offender before? I'd like to know how it could be done.
