How do I get the courts in LA to obey the court order in iowa?

I have a joint custody order in the state were i was married divorced its also were both my kids are born n lived from 03 till 06.Now in )7 my ex wife took the kids to CAli LA to be exact.In march of 07 my son alex whos 3 ate 30 unisom pills almost killin him hes still in a center but improves daily.His sister myh daughter annie whos 4 is in temp foster care..I have a court appointed lawyer there..Now the dcfs N the state n the lawyer that was given to me in CA tell me that my order means nothing n my right are in jeperdy..They give me less then my ex wife who was involved in why they are not in her custody..I have to go threw 4 diffrent court ordered by them becouse of her say and im bein punished for crimes i was punished for in iowa before i had kids and iowa granted me joint custody but now i cant c them and i have limited help n no will for n e thing i feel as if its there way n i cant do n e thing about it untill i get a lawyer in iowa to file somethin agasin CA..N since i dont live in CA i have to pay for the services that they choose were in CA if i moved there would be taken care off..I had nuffin to do with why there in the states custody..I have a dmv without intent to comment bodyly harm..So therefor That state sayas my iowa court order is only a piece of crap paper..N no judge there seems to look at it n tosses it aside..Its worded in there courts pappers n crap that im a non custodial parent when i am..Help point me in the right directtions
