I want to know if its legal for a healthcare provider to tell you something is going to be covered and when it isn't charge you; after you specifically said you couldn't afford it?

Well I had an infection and went to a clinic that was covered under my father's insurance. I was 18; I was covered until I was 19. I told them I could not afford extra unneeded labs. The did them anyway and told me that they should be covered. (and knowing my insurance, told me that they cover these tests on a yearly basis) I said ok. They sent them to the hospital and the insurance refused to pay for the tests. I ended up getting charged for them anyway. And now they are calling me 2 and half years from my last payment... maybe even longer... Do they really have rights to continue to collect?
This seems to happen all the time... I went to a dental care place. Again, they are saying i'm responsible after I told them I could not afford it, and they said not to worry, the insurance would cover it. But the insurance company only payed what they thought it was worth... They haven't sent me a bill, but they have sent me a statement saying I have some responsibility for what is leftover.... Is this legal?
