My 15 year old got 2 citations they were dismissed but then the officer reissued them can they do that.

The citations were for driving without a license and unauthorized use of a vehicle. The officer put the wrong court time ob the citations she recieved a letter stating they were dissmissed but a week later the officer came and reissued them with the correct time of court stating there is no statue of limitions in Wyoming. But does it have anything to do with Statue of Limitations I am thinking the citations were dismissed because of paperwork being wrong and she cannot be charged for the same thing twice no matter why they was dismissed. Am I wrong?
