How can I make harrasment stop

My neighbor finds every excuse to go to my daughter to complain about anything "she" finds appropiate, she has lied to neighbors about me. We were going on a share basis on a cruise and she got upset with me because I won't cater to her every whim and she changed her reservations to a single room and person in charge called me and informed me of such, so I cancelled my reservation and now she told my daughter I owe her the cancellation fee of $170. I also paid for mine when she changed from ours to her room. We live in a retirement housing area. She is 9 yrs younger. She complains if a plant is overgrown an inch. I won't talk to her since coming back from our last cruise as she caused so much trouble then and I don't argue.
what are my rights to make her stop. Harrasment!
