What rights does a father have when a woman waits 13 years to tell a man he is a father & he missed out on the growing up of that child?


A woman waits 13 years to file child support on a man that did not know he was a father & drops it when the courts ask for paternity test, then comes back 3 years later & reopens the case & it is costing the man for a lawyer each time she does this, now he is at this stage again waiting for the court to send papers for time & place for testing & the woman has filed "motion to dismiss/desolve the defendant's counter petition to establish paternity, child support." Can't the courts see that some of these women are playing with lives here, the man that has established a life syle & the child who missed out on knowing her or his father. There should be some kind of law against these women that are doing this to a child & father. when do men have rights?
