What role does financial means determine which parent gains custody?

Our infant child currently lives with mom who is unfit. She (age 34) lives w/ 60+ yr male with COPD (severe chronic bronchitis, receives disability), both frequently smoke in home, mom unemployed for over 5 years. Mom is convicted felon (domestic violence) with H.S. education. Has 5 kids, 2/2 separate fathers + ours, lost custody of all w/ court orders. Behind $3K on support for 2 (in PA),doesn't pay for 2 (VA). Has "frustrated" my attempts to parent. Many other facts indicate mom's unfit. I (age 40) pay self-imposed child support/medical insurance since birth (along w/ paternity test) for baby's sake - my first child. I live w/ male housemate smoker. No felonies, w/ college (to graduate level) education. Work f/t, on good job for 4+ yrs. Have custody/visit/support petitions hearings starting soon. My support has caused some bills to spiral out of control. Mom gets all free inc. legal representation, thus in better "fighting form". I need to get an apt. for me and child. How will hardship affect custody?
