Can my lanlord evict the neighbours above,because they make noise every day and annoy us?

These people terorize us for 4 months-since we moved in.The landlord told them to install a carpet and they didn't.It is every single day-all the time even after 11pm.It's running with shoes all over the apt,dragging someth on the floor,banging etc.It's a nightmare.I asked the landlord to evict them because they break the lease and the Law.They've been terorize and the people before us.Can you pls tell me if the landlor has the right to evict them,because they have a child.However,I don't see that for a reason to not, Thank you!
