There You Have It — AVG Thinks Windows Is A Virus

To be precise, it mistakenly thinks the Windows file user32.dll contains a Trojan Horse, but I enjoyed coming up with the smarmy title.  If you are running AVG and you see the warning, do not delete the file.  AVG has released an updated version of the virus definitions that corrects this problem.
