Judge Wynn Confirmed for Appeals Court

By Peter Hardin

ADVERTISEMENTS

Judge James A. Wynn Jr. of North Carolina has won Senate confirmation to the Fourth U.S. Circuit Court of Appeals on the eve of a congressional recess.

The Senate confirmed Wynn Thursday evening through a procedural called “unanimous consent,” which usually follows intense negotiations behind closed doors, according to a News&Observer article.

Judge Wynn, who is African-American, was nominated earlier by President Bill Clinton, but Republican Sen. Jesse Helms of North Carolina blocked the appointment. This year, his nomination by President Obama was voted out of the Senate Judiciary Committee in January, and he waited months for action by the full Senate.

Judge Wynn becomes President Obama’s third nominee confirmed for the Richmond-based appeals court, The Blog of Legal Times reported. The Senate did not act on another North Carolina nominee, Judge Albert Diaz.
