Replace House of Lords with experts to scrutinise legislation

Sir, The House of Lords is about to acquire at least a further 100 members (?Coalition creates 100 peers with Lords deal?, May 17). Most of them will not possess the expertise and experience the House needs if it is to carry out its work of scrutinising Bills and reporting on matters of public policy. This inflation in numbers will only fuel the pressure for an elected House of Lords. But an elected House would not carry out those functions well either.
