Texas: something’s missing

The last execution in Texas was in early June.  The next is scheduled for mid-September. Back of the cocktail napkin calculations suggest this is the longest period between executions, save for that related to the Baze lethal injection challenge,  since the mid-nineties in Texas.  Any ideas?
