Why Don't Law Students Choose the Cheaper Option?

I am trying to write up an article in the next few weeks.  In the meantime, some of my colleagues are teaching summer classes.  One thing that I wonder is why there are not more students taking summer classes.  The economy is terrible but it seems like lots of UF students have landed on their feet with either positions at law firms or with really interesting externships.

My question is actually a broader one.  UF is a state school and in-state tuition is cheap.  Why are law school students at private institutions in this state (Coastal, Barry, Nova, Miami, Stetson) not taking summer classes here?   After all, the credits would be much cheaper and  with the university emptied out for the summer, there is lots of cheap student housing.  I imagine that in other states with significant cost differentials for public and private law schools you should see the same sort of movement for summer classes to the cheaper option (and in the case of many state public law schools also the most selective school in the state).  Yet, in talking to friends at other state schools, they do not see this sort of student movement in the summer either for cheap credits.
