: Legal Pad | LASan Diego appeals court rejects county challenge to new election rules
By Jason Siegel
A state appeals court rejected San Diego's challenge to Secretary of State Debra Bowen's change in state election rules, KPBS reports. (LISTEN)
Last week, a trial court court rejected the challenge to the Bowen's changes to the recount process - increasing the number of ballots to be hand-counted (from 1% to 10%) in close races.
The county's registrar of voters, Deborah Seiler, says it's unlikely that next week races will be close enough for a manual recount. But she's argued local elections can be close and the county might not be able to manage a 10% vote recount within 28 days, as it's required. Critics of the county's challenge said energy should be focused making the election transparent and verifiable, the North County Times reports.
