Eigentlich ein Jammer, dass eines der Standard-Auslegungsinstrumente immer wertloser wird.
Beachtet man zudem die Untauglichkeit des vom Gesetzgeber erteilten Auslegungshinweises, so wird deutlich, dass mit den Mitteln herkömmlicher Auslegungstechnik eine umfassende, sachgerechte Lösung für alle denkbaren Einzelfälle nicht zu erreichen ist.
