Ninth Circuit Chief Judge Alex Kozinski's Web-browsing habits have long been a touchy subject. In 2001, it was then-Chief Justice William Rehnquist who was sounding the alarm, according to the federal court system's former top administrator. That declaration to a judicial discipline reform commission raises questions about reports this week that Kozinski stored extremely graphic images on his personal Web site, which was taken offline just as he was scheduled to oversee a high-profile obscenity trial.
