I want to highlight a relatively new blog, Pardon Power, maintained by P.S. Ruckman, Associate Professor of Political Science at Rock Valley College in Illinois.  I'm adding it to the left-column webroll under More Criminal Justice Web Resources. It's an excellent resource for executive clemency issues in the federal and state governments and well organized. Let me also highlight the 2005 report The Role of Mercy, listed under reports in the right-colum.  It examined best practices in executive clemency and urged a number of reforms to Texas' unique clemency process.
