Details of the report that should be issued soon by the DOJ's Office of Professional Responsibility about the actions of Jay Bybee, John Yoo and Steven Bradbury in writing the various memos justifying torture are beginning to leak out. The NY Times reports that the investigation concludes that no criminal charges are warranted, but that the state and local bar associations to which these men belong should consider sanctioning them for misconduct:
