: Legal Pad | LACooley won't be pressing Alatorre and Roos with criminal charges
By Richard Binder
Los Angeles County District Attorney Steve Cooley's Public Integrity Division has concluded that former Los Angeles City Councilman Richard Alatorre was an unregistered lobbyist at City Hall from 2003 to 2007. Such activity qualifies as a misdemeanor violation of the city's ethics law. However, the division's investigation also concluded that Alatorre's efforts to avoid registering with the Ethics Commission did not rise to the level of a felony conspiracy.
Prosecutors say that Alatorre was abetted in his efforts to duck the requirements by lobbyist and former state Assemblyman Mike Roos, who helped find a loophole in the law. They could not determine, however, whether Roos deliberately conspired with Alatorre to violate that law.
The decision ends a three-year investigation into the duo, who currently make up the lobbying team for SSP America.
