Is Charlie Rangel the Dumbest Member of Congress?

If I were Congressman Charlie Rangel, and I had all his ethical problems, I'd probably introduce a bill to require universal military service too. 

Yeh, right.  Is the guy crazy or just too stupid to breathe?  I vote for stupid.

Here's the bill.

At age 42 I'm still eligible to serve.  And people were worried about bringing back the draft.
