Foley & Lardner promotes three in SoCal

Foley & Lardner promoted three attorneys to partner at their Los Angeles and San Diego offices.

Los Angeles
Elizabeth S. Elson focuses on reimbursement and compliance issues under government health care programs. She's represented county health departments, health systems and hospitals, among others.

San Diego

Richard Moskitis focuses on business and real estate matters, including the formation of business and investment entities, the purchase and sale of businesses, joint ventures, leasing, development, construction and property management. He also leads the firm's focus on public private partnerships.

S. Wayne Rosenbaum works on environmental issues for real estate and industrial clients, including permits, management systems and complex regulations. He helps his clients develop and implement solutions to environmental regulations that are legally defensible and economically sustainable and helps defend their regulatory compliance programs against challenges by regulatory agencies and environmental group. He is also on the firm's golf and resort industry team and on the San Diego Building Association's water committee.
