Walls of San Quentin among collateral damage as budget crisis halts public works projects

pWith a $40 billion budget deficit looming, California state officials halted thousands of public works projects statewide Wednesday, including the $26.5 million Santa Ana courthouse and expansion of the state#39;s death row at San Quentin./ppPotentially more troublesome legally is stoppage of a $146 million prison health services facility at San Quentin and $29 million mental health unit at Salinas Valley State Prison. The state prison health system has been put under the control of a court receiver and prison officials have been threatened with contempt orders by a three-judge review panel to pay $250 million to bring the prison health care up to constitutionally acceptable standards./ppThe freeze and restart is certain to cost the state more money.
