Ombudsman's report may overstate improper abuse case closures

My old boss from ACLUTX, TYC Ombudsman Will Harrell, took a lot of heat today at the Lege for his department's report last week alleging abuse cases were closed without proper investigation. (See prior Grits coverage.)"It's too early to say" how many cases were improperly closed, said TYC Inspector General Bruce Toney, but of more than 300 cases sent to his office to check if the proper criminal authorities were notified, 94 files did not contain enough information to tell if they should have been closed, he revealed under questioning from Rep.
