Education Reform: Senator Hillary Clinton

By 3L at Seton Hall University School of Law and Editor-in-Chief of the Law Review.

ADVERTISEMENTS

Senator Clinton calls for universal pre-K for all four-year olds, ?quality? child care & Head Start, and in-home parenting lessons. The scope of these parenting lessons is unclear; however, bringing the government into the house to teach parenting skills raises a variety of objections.

The Senator calls for the wholesale abandonment of NCLB. She also advocates the full funding of the Individuals with Disabilities Education Act to provide a thorough education to students with special needs. She calls for the recruitment and training of thousands of more teachers, particularly in urban and rural areas. The plan to attract these new teachers is left unarticulated.

Clinton brings attention to the dropout rate, and seeks to cut it in half?again, without putting forth a plan on how to achieve this significant feat. She would also help at-risk youth ?aspire? for college and job success. To broaden college access, she calls for a ?new bargain with the American people,? by creating a new $3,500 college tax credit, increasing Pell grants, strengthening community colleges through a $500 million investment, and increasing the Americorps scholarships to $10,000 (from slightly more than $4,000 today). Notably, the Senator does not call for application of the tax credit at the time of enrollment (see Sen. Obama?s plan).
