That's the title of a Friday editorial in the Washington Post.  The sub-head is:, "In carrying out two executions, the state endangers Americans detained abroad."THE STATE of Texas had an opportunity this week to display a victor's grace. Instead, it rebuffed pleas by the U.S. secretary of state and the U.S. attorney general for help in resolving an international dispute and in the process gave the back of its hand to the country and its obligations.
