I've not had a chance to read this thoroughly yet and I'm about to leave the house - I'll go through it more closely in the morning - but I wanted to post a link to Texas Youth Commission Ombudsman Will Harrell's memo referenced in this Grits post about TYC's use of its "Behavioral Management Program," which he says is devolving to adopt more features from the adult prison system's administrative segregation model.See the memo, titled, "Concerns regarding increased utilization of isolation and security."
