Law lets Urbana ?set its? meeting ?rules

SPRINGFIELD ? Four times in 2010, Urbana City Council went behind closed doors to discuss ?economic development.?This is not a permissible reason for an executive session listed in the Ohio Open Meetings Act. But Urbana officials say they aren?t beholden to state law. Since they are a charter city, they have their own open meetings rules.
