Healthcare Reform: Senator Clinton

By 3L at Seton Hall University School of Law and Editor-in-Chief of the Law Review.

ADVERTISEMENTS
Sen. Clinton?s plan is comparable to Senator Obama?s, and even the two candidates agree their plans are 95% similar. The largest difference is that she plans on mandating insurance for everyone, without exception. She will offer a ?refundable tax credit to help working families pay for coverage,? and a ?refundable small business tax credit to provide an incentive to offer employee coverage.? Her New Health Choices menu would allow everyone access to the same plan offered to members of Congress, and it would allow employers the option to buy insurance for their employees. The New York Senator will also prohibit insurers from ?carving out benefits? or charging higher rates to people with health problems or who are at risk of developing them. Her 7-step plan to reduce health care expenditures includes the creation of a ?Best Practices Institute? to help consumers, which is a novel idea, and much-discussed in the health care community. She is also one of the few candidates to address the nursing shortage by offering incentives to instructors. Her ?campaign estimates costs to be $110 billion a year when fully phased in?; she plans to institute cost saving plans to compliment the funding raised from the expiring Bush tax cuts.
