With the political maneuvering and dealing obviously going into overdrive regarding the placement of the casino bill on the ballot (not to mention concerns of what the Senate Republicans might extort from the executive branch to honor the governor's mandate from the people on this proposal), the following story by retired Judge Stan Billingsley adds a twist to the turn of the political screws.  One that could obviate the Constitutional amendment issue and force voting on the subject now.

Again, the citizens supported Beshear overwhelmingly in the election on a plank that would put the casino on the ballot as a Constitutional amendment.  This does not mean it will pass, but as the Republicans said when it came to the judicial appointments for the U.S. Supreme Court - why not allow an "up or down" vote on the issue.  Please note, this remark has nothing to do with my support or nonsupport of the casino amendment issue, but rather a simple observation that the citizen's do not like political dealmaking and support up or down votes on issues.  Add this to Beshear's promise, then what seems to be the problem?  Otherwise, the democratic process is frustrated.
