Reinvigorate the Power

That's the title of commentary in the February 23rd issue of National Law Journal by Margaret Colgate Love and John Stanish.  Love served as U.S. Pardon Attorney under Presidents George H.W. Bush and Bill Clinton; Stanish served in the position under President Jimmy Carter.While their comments relate to federal clemency, I believe that some of the facts and sentiments apply to executive clemency in the states as administered by governors and/or parole boards.Pardons are granted only at the end of a president's term, so goes the conventional wisdom. In reality, most presidents have hit the ground running where pardoning is concerned.
