What is a "Cigar Band"?

EBay prohibits people from selling cigars on eBay.  In order to get around this prohibition, sellers advertise their cigar products as CIGAR BAND ONLY.  See, e.g., this auction:The Value is in the thirteen bands as the cigars were stored well but not for consumption. Please Note:- Item is being offered for "collector value" of the context and not intended or suitable for consumption.- PLEASE NOTE, value is in the decorative rare bands!!This is a lie, since the seller is selling actual cigars.  EBay let's this fly.  So....What would happen if someone advertised cigar bands for sale: But instead of sending the winning bidder cigars, the seller sent only the actual bands.  The seller could rightfully claim: "Hey, I said I was sending cigar bands only...continue to full post
