CONFIRMED: Statute barring death penalty snuck in to omnibus bill & signed in to law

As many of us have known for several weeks, a good friend of the blog snuck in to the budget reconciliation bill last year a law that in exchange for receiving federal highway funds states would not be able to issue any new death sentences after March 31, 2008. In light of the massive nature of the last budget bill no one in the administration caught it & no one outside the pro-life & anti-death penalty community appears to have been informed. No state has yet appealed. More here & more once the wires catch-up. [Obviously today is April 1st.]
