Merlene Davis: Lock-em-up policy is hurting Kentucky

$500 million a year to house inmates

Merlene Davis - Herald-Leader columnist

I spent several hours at a seminar last week listening to experts say that Kentucky cannot continue to incarcerate lawbreakers at the rate we do now. The problem has become so great, in fact, that the General Assembly agreed to put $200,000 into a project that will come up with exacting data as to why Kentucky imprisons so many citizens. That's a lot of money in these money-restricted times.

The Task Force on the Penal Code and Substances Act, with assistance from the Public Safety Performance Project of the Pew Center on the States, will present a report of their findings in January, in time for the General Assembly to act on recommended changes.

I know. I hear you. Another task force, another report, another waste of money.

I'm not betting the house on Kentucky suddenly changing from its "lock 'em up and throw away the key" form of justice, I was impressed with some of those who are standing publicly for change.

Panelists at the seminar included Kentucky Supreme Court Chief Justice John Minton Jr.; Senate President David Williams, R-Burkesville; and Kentucky Justice and Public Safety Cabinet Secretary J. Michael Brown.

These folks are interested because it costs Kentucky $500 million a year to house prisoners.
