CSX Expansion Plans

He is one of six property owners CSX will be initiating eminent-domain proceedings against to acquire his property because the rail giant has not been able to reach a negotiated private sale with him.

Though he owns 1.58 acres in an area bounded by Franklin Street and Putnam Lane, Mr. Spokis said, the loss of that roughly one-third of an acre will make it virtually impossible for him to move forward with his plans for a strip mall because of the presence of ledge on the remaining land.

'If they go ahead and take my land, I won't be able to do what I had planned,' Mr. Spokis said. 'It won't affect my existing business, but I may as well forget about building the strip mall. I would have to reduce its size to 3,000 square feet and it simply would no longer be financially feasible for me to go ahead with it.'
