: National Eminent Domain BlogSouth Bend Attempt at Rebirth
By Alan Ackerman
South Bend is seeking an area clearance of what may be perceived to be the blighted area of the community.
As so many other industrial cities, a huge, idle plant sits in an area, diminishing the values of the surrounding properties and being of no positive value to the community as a whole. In all likelihood, South Bend obtained some type of rural Stimulus funding to demolish the Studebaker plant, in hopes of having some kind of local tax or other funding to finish the project.

But longtime residents of the nearby Rum Village neighborhood say they are equally excited about another effect of that redevelopment — revitalization of the area north of Indiana Avenue, west of Franklin Street, south of the former Studebaker land and east of Prairie Avenue.
At its meeting today, the city's redevelopment commission approved spending more than $314,000 to buy five houses, two commercial buildings and four empty lots in that area.
The costs include about $76,000 to buy out and help relocate the Hells Angels club at 807 W. Indiana Ave., which is moving to a building on Western Avenue, about a block west of Olive Street.
