: Legal Pad | LAFormer Rehab Financial prez pleads guilty on embezzlement charges
By Richard Binder
Belinda Exon, the former president of now-defunct Rehab Financial, pleaded guilty yesterday to one felony charge of embezzling $3.9 million in federal funds meant for low-income housing loans in 23 California cities, most of them in Southern California.
The Huntington Beach-based company held escrow accounts for cities disbursing federal funds, mainly U.S. Housing and Urban Development grants and loans for the rehabilitation of low-income housing. Exon used the money to buy property in Arizona for herself and the companies she owned.
Exon faces a statutory maximum of 10 years in prison, but by voluntarily pleading guilty she will get a recommendation of 37 to 47 months instead. She will be sentenced on October 18th in Los Angeles in front of U.S. District Judge Otis D. Wright II.
