The current issue of the Dallas Observer takes a lengthy examination of the case of Juan Lizcano.  It's titled, "The State of Texas Cannot Execute The Mentally Retarded, But That May Not Prevent A Dallas Cop Killer From Being Put To Death," and it's written by Andrea Grimes. Here are excerpts from the beginning:Cops approach domestic disturbance calls with an abundance of caution, knowing that these situations are highly unpredictable and can escalate quickly, turning dangerous, even deadly.
