How to Stop Hacking?

Legal Issue:

Someone from the Philippines hacked into my laptop over an Air Card. I have the origin of the IP address and the latitude and longitude for the location of this person. It looks like they are using an Internet Cafe since the last octet of the IP is different each time. I would like to know who in the Philippines I can write to in order to get this fixed. This hacker even has access to my Blackberry activity, both voice and written. The hacker has not caused any problems to my data - yet, but has gotten into my address book and destroyed my friendship with three people so far that I know of by intercepting my emails and those of my friends, making changes and sending them on so there became problems between me and my friends. I want this person stopped. I have information for the Philippine authorities to find this individual if I knew who to contact from the US.  Thank you, Rick
