: Supreme Court of Hawaii Blog (Unofficial)Councils get "tough" on pandhandlers; all taxpayers eventually forced to pay up?
By The Blog Team
ADVERTISEMENTS

But they're also likely violating the free-speech guarantees of the state and federal constitutions. Thus, they're probably heading down a path that will eventually lead to court losses, just like what happened to the City of Las Vegas in 2006.
