Postal Issues

I receive a letter from husbands ex-wife. The envelope had been obviously reuse as labels had been removed and handwritten over, the post(made by a office postal machine? marked July 15, 2009. The letter inside was dated Aug 28, 2009 and Aug31, 2009. We receive this on Sept 2, 2009. My questions are how could this get passed the post office with a difference in date, she didn't pay postage and what are the repercussions of these actions. 2. What are the charges if same person took mail addressed to kids and returned it to us in a different envelope. Therefore denying said addressee from receiving said mail?
