Deaf man Tasered for refusing to leave store bathroom, AL cops say

He's both deaf and mentally disabled, something that officers didn't realize until after the fact. The Taser was used after a pepper-spraying failed. The police wanted to charge him, regardless, but a magistrate refused. The officers, however, are under investigation....
