An Irate Kat Speaks

By Johanna Gibson, David Pearce, Jeremy Phillips and Ilanah Simon.

ADVERTISEMENTS

The IPKat has commented twice recently (here and here) about the possible consequences of certain new regulations relating to the European Qualifying Examination, which are referred here as the IPREE.  The IPKat has not, as yet, seen the fabled document in question and is getting a little puzzled, not to say frustrated, as to why he keeps hearing second-hand accounts of what it allegedly contains, rather than seeing the document itself.

Apparently the IPREE have been already approved by the Administrative Council of the EPO, partly thanks to a failure of debate or any substantial objections being raised by the members (see, for example, the lame excuse for spineless inaction offered by our UK representative in the current CIPA Journal).  And yet, the IPKat hears, the IPREE document still has the status of being 'confidential', so cannot be seen by the people to whom it will matter most. This is clearly some new meaning of the term that this Kat was previously unaware of.

The IPKat would therefore like to make it clear to all his readers that he considers this type of behaviour totally unacceptable.  Making new rules without any proper debate or consultation is one thing.  Making rules and not even letting the people who will be affected by them see them is quite another.  If anyone has a copy of the IPREE document in the form that has apparently already been agreed by the Administrative Council, the IPKat would very much like to be sent one (anonymity assured, if required), so that he can communicate it to all who may be interested.

UPDATE: The IPKat's plea has been answered
