By David Badertscher, PLL

Source: Crime and Justice News, September 30, 2008.

"New Jersey State Parole Board Capt. Steven Tallard arrived at the FBI National Academy this summer with the same mission as most of the other law enforcement personnel from across the world chosen to attend: to soak up all the knowledge he could and bring it back to his agency. The Times of Trenton says that Tallard, the first ever New Jersey parole officer to attend, ended up schooling his peers a bit at the elite, 10-week academy. No other parole officer had attended the leadership academy; he ended up instructing them at times on what parole officers are doing these days."

"Tallard led the creation of a Sex Offender Management Unit in 2005 and now commands the unit's southern half, which puts him in charge of officers supervising half of the state's 4,400 sex offenders under supervision. He has been instrumental in the 'containment' approach to sex offender management, including programs ranging from sharing information with other police agencies to improving sex offender-specific treatment to help control their impulses. 'Parole is not just sending people back to jail,' Tallard said. 'The ultimate goal of parole is public safety.' At the FBI Acdemy, any responded to his stories of work with, 'I had no idea parole was so involved,' he recalled.
